Speaking from the experience of having been circumcised when I was 45 due to health issues, I wish my parents would have had me circumcised when I was only a baby, so now I would have no memory of it and would not have gone thru the pain and also the issues I had before I was. There are more bleeding issues with having it done when you are a adult versus a baby.

In this case, since both parents are not in agreement on it, then it should be halted. It should be a joint decision.
