Expected. Around a month interval, 30% should come right before Cata release.
each 5% will come every 4 weeks then.
Not debating that it won't hit 30% by Cata, but the 10% was throttled based on the world 1st LK Hard Mode kill.
Not sure what other mile stones they will base it on, or if its going to be purely time based now.

I'm willing to bet the buff will increase faster, rather than a steady 4 week interval. Like the first increase took 4 weeks, next 3, after that 2, and it'll probably stick to 2 after that, because 1 week intervals just seems a bit silly, however the fact that a 4 week interval would only give a month or two at the most of gameplay in ICC before cata hits doesn't make much sense either.
