But it makes no sense. Why does he have these prisoners? Where did he get them from and when? The only possibly explanation is capturing the ship of civilians that fled Theramore but why hasn't there been a mention of it being captured before? Some night elves captured from Ashenvale would make more sense.

There is nothing "mild" in how provocative ("causing annoyance, anger, or another strong reaction, esp. deliberately.") child prisoners, impaled corpses, forced gladiator battles, living targets, etc, are.
I don't think it quite breaks the T for Teen boundary ... but it's right at the damn limit.

Seems like it. Most Orc NPCs from Orgrimmar are serving the Kor'kron and are killed during the raid.
