If thats the case then you use a defensive set that revolves around Roost, Toxic and shit. Not an offensive one around Hurricane+Rain Dance

On an offensive set, I just dont see how you can spend a turn to Rain Dance, lose multiscale and then still expect to do anything. You might not even be fast enough. Now if you have someone else setting the rain for you, maybe it can work out.
