That concept art could have been the jailer before he was locked up in the maw/become the actual jailer and the model is what has become of him after aeon in there.

That's what I was thinking. The Helm was only a part of the power, with more than just the collar and helm to go with it.

And i actually wont be surprised if the McGuffin of SL would be reforging of the Helmet, and the new Lich King will wear both it and Collar to close Shadowlands again.

Bolvar has to collect the pieces of the armor and become the True Lich King, stays behind Shadowlands to rule it or something.

It was also not present on the blue post describing the abilities, so it is likely it will be something else, unless we go by the theory that Blizzard came up with a perfect ability literally within the day they amde the post.
