The article says exalting which means they are limiting it to Exalted. It won't apply to Paragon or rewards. Sure you could level alts to exalted for more chances, but how many are you or anyone going to actively play to get them each day?

Flying is a possibility, but we are at that point in the expansion where a vast majority of the people who want it will have it already.

The game is 15 years old. If you do not already have everthing before legion at 100% exalted. You are lazy and the bonus will not make you do them. The pont of the buff is to help peoole get flying if they need.
