I’m assuming they are a few builds ahead which hopefully fixes the leveling bugs

Yeah, it's "just" The Maw and the classes. The first might be an excusable problem, the latter isn't after BfA for many players. We'll see how it ends. They just cannot risk another BfA situation where major problems were untouched for months. 9.1 is most likely half a year away at this point and that's the first chance they'll get on fixing The Maw, Covenants etc. That's a long time players are expected to endure the occuring problems.

What do you mean "and the classes". The classes are in a good state to me. Anecdotal evidence cant really be used as a proper argument

It has literally been in the gaming news for a few years now on and off with how shitty they got treated and the pressure coming from Activision-Blizzard for them to perform under insane conditions.
