This is a six of one, half-a-dozen of another situation. The government
should be pumping money into these neighbourhoods, giving the best schooling and healthcare to give them a sound
basis to succeed and creating the positive cycle the suburbs generally experiences. Instead, the issues are that the areas
never had good funding and are stuck in a cycle of poverty. Grandparents may never have gone to school and parents may have dropped out to work to support the family - they may not know the value of education - for example.
