Usually it's the old "we have to protect our women and children"-argument that is used to justify it, because most people are aware that it doesn't affect them personally in any way. But obviously, they can't just let it go, so they have to make up some imaginary problems for society "caused by it".

See I don't think this is the person's fault nor do I think it is the police. They had a complaint, they followed up, and they used their best judgement on whether it was a man or a woman. This person looks like a teenage male skaterboarder. They obviously were not there to to piss as someone already pointed out there were empty stalls, plus they had a drink in her hand.
