Odds are since the housing will be all men, they should just prevent them from accessing the lake at all. Pretty sure it was the resorts property first, not the refugee housings. It would be more prudent to move the housing elsewhere or not put windows on the building facing the lake and put up an extremely tall fence with barbwire around the property of the building so that the refugees can't access the lake. I'd support the freedoms of the locals over a bunch of refugees in this case, but I wouldn't expect an idiot like Merkel to understand the logic of not treading on your own citizens.

Nudity is up to the municipal governments.
