The solution for pvp has been simple for many years, but they will never implement it.
1) You enter arena, you get fixed stats, INCLUDING full artifact weapon, same talents as everyone, etc. Regardless of your gear, if you are max level, you get all the stats no matter your current ilevel.
2) Character progress - instead of making pvp gear with stats, go full cosmetic. Go mounts, go pets, go tabards, go flags like Prestige 3, go flying mounts, go weapon skins(like in overwatch), go LEAGUES, people wanna show off what they got from crushing others, not farm gear with points or pve.
In PVP, character progression is called RATING/RANKING. Nobody wants fucking gear progress - you wanna go in the arena and be equal to everyone, so you can focus on outplaying them, not outFARMING them. This way Mortal Strike will always hit for X amount(excl. talent available to all), Flash Heal will always heal for Y amount, etc. which makes it incredibly easy to balance with the new modifiers to spells in arena.
