Thats what common sense would make you think, and what is known on a broad basis. Nevertheless it couldnt be more wrong.
As a software developer i can tell you that making things work rudimentary costs you just about 15% of the workload while finetuning costs you about 80%.
I am no game developer tho, and percentages will differ a bit for sure, but still the finetuning is the WAY bigger part of the development process and takes up WAY more time than just creating the logic first hand.
