Val'anyr was Tier 8 content, but they ended up buffing the stats to Tier 9 content because it was a legendary. I think the "Item Level Inflation" is just because its a tier ahead.

Which means Tier 13 will have 404 ilvl.

Hit and crit? So this staff was made for a fire/frost mage?

With the majority of your hit coming from the weapon you're free to pursue haste on your other gear, great stats IMO.
sort of makes it slightly better for mages and locks who value crit slightly higher than the hybrid dpsers.

There will be a proc, its just obviously not included yet. Blizz already said when it procs it will turn you into a dragonkin or something of the sort for the duration of what it is. The proc, the presence of three sockets, and the insane amount of spellpower will make this BiS for anyone that can use it, though granted it will be better suited for some class than others.

Rune Strike whiners can breathe a sigh of relief. If I was a lesser man, I would totally say "I told you so!"... oh wait.

The Holy Pally changes (mana-increase across the board, basically...) are interesting, but not game-breaking.

The changes are a small percent of base mana, so basically... if they did this as a stealth patch, you wouldn't even notice it.

if thats the case well see a change to the ebonsteell belt buckle sice i dosent work on items over ilvl 400

there won't be a proc, it is legendary because of 25 more durability :P

omfg near 1k dps on that baybe sick overall ay no proc bit of a let down and the upgrade from the 391 to the 404 version is not that much more

its nott 100% complete yet and its PTR early PTR fore the mather and o yeah its PTR
