That's cool and all if people actually want to go that route.
What's the end goal? Because it really sounds like just fundamentally changing the government for a partisan victory like some team sport instead of actually managing a country. Theres more to it than just which party can win more elections. Those parties may not even exist in 10 years meanwhile the hot topic is to rectify institutions for their gain?

The last thing this country needs to do is expand the EC or add useless seats to the Houses. DC and Puerto Rico deserve statehood because they deserve representation, not because they can make it easier for Democrats or Republicans to control the government.

I'm all for allying with Dems (NPA) to get good legislation passed or to keep bad legislation out but miss me with changing the country so the DNC become a monolith.

It isn't a partisan victory, it's bringing the government to an equitable point to ensure accountable governance.

Political parties come and go, however there are only two ways a democracy can take, a regressive slide down towards rigid hierarchical structure, hero worship, neo-monarchism, and the re-establishment of an untouchable political and oligarchical minority (conservatism); or towards a government that protects universal human rights and dignity (progress). Conservatives (status quo) have and will shed blood, loot the treasury, and abuse the rules of any democratic system to ensure they will always have an outsized influence.

This is the precise reason democratic movements are coined struggles, because there are very real, very old forces against the ideals of universal protection of human rights and dignity. The United States has been hampered since its very founding by conservatives who would not ratify the constitution unless it had protections built in for them. The senate, the electoral college, the fictional entities known as states all protect their interests at the expense of all other Americans. It is time to stop appeasing this ideology as some sort of divergent form of democratic governance.

Most people I've heard/read seem to think that the early/mail in voting will heavily favor Dems but the in person voting on election day will heavily favor the GOP.

Which is why we need to be really vigilant understanding the results on election night and how many states can count the mail in votes early and how many need to catch up...and we may see a stronger Trump showing that night then actually is real when all the votes end up counted. It's going to be really stressful.
